Ben Zoma gave a wonderful explanation.  He looked at the verse (Dvarim 16:3) that says-

"In order that you will remember the exodus from Egypt ALL of the days of your life."

The word ALL seems to be extra.  But no word in the Torah can be extra, since Hashem wrote it.

Therefore, while the phrase "the days of your life" teaches you to remember during the day, the world "ALL" means that you have to remember the Exodus at night, too.

Therefore, OF COURSE you should read the third paragraph of Shema as part of the Maariv tefillot.
